This is part of a much bigger policing issue in the USA. Cops are not taught to de-escalate a situation but rather to dominate (escalate). Surely 2 officers could overwhelm one kid on a bike. Similarly, they should be prevented from loading up charges way beyond the original reason for stopping an individual. eg: if a driver is pulled over for failing to come to a complete stop at a stop sign. This should not result in felony charges because the police failed to handle the situation correctly. (ie: Resisting arrest, obstructing an investigation or similar).
